M8.10 Gateway Agent Status Command Center

M8.10 adds a read-only command center for mini PC gateway agent status. It centralizes gateway status, approval, device binding, heartbeat age and agent metadata. It does not execute camera actions and does not access camera passwords, streams, media or billing.
