M8.3 Gateway Device Binding & Token Rotation

M8.3 adds device binding and safe token rotation for mini PC gateways. Tokens are stored hashed, scoped only to metadata/heartbeat/pairing status, and never allow camera passwords, streams, media, billing or real camera actions.
